Provincial Responsibility for Recreation

What did policy makers back in the 80's have in mind when they crafted the National Recreation Statement where responsibility for Recreation was deemed a "provincial responsibility"?

Did they have in mind that provinces would provide policy frameworks for recreation or provide leadership or provide funding or advocate for recreation or facilitate support to municipalities & recreation organizations or understand the issues and challenges facing recreation in Canada?

Well if it was you would expect provinces to take that responsibility seriously!!

I'm told that the agenda for Inter-Provincial/Territorial Ministers responsible for recreation, meetings has not had a serious discussion of recreation for many years.

Hopefully the discussions on a National Recreation Framework or National Agenda will create the interest needed to spark responsible discussion of recreation issues and challenges at the Ministers meetings.
